2011 NFL Draft: Is Blaine Gabbert Still the No. 1 QB in the Draft Post-Combine?

Blaine Gabbert is ranked as the best quarterback going into the draft. Overall, according to CBS Sports, Gabbert is ninth in the draft lineup. 
Even though Gabbert didn't throw at the combine, he is still the top quarterback in the draft. The quarterback ranking didn't change after the combine. Gabbert is followed by Cam Newton, Jake Locker, Ryan Mallett and Christian Ponder in the quarterback rankings. 
Gabbert has a strong arm and quick release. He uses these skills along with his speed and size to put himself ahead of the pack.  
In his career at the University of Missouri, Gabbert threw for 6,822 and 40 touchdowns. He had a completion percentage of 63.4 percent. Compared to Newton's 66.1 percent completions, 30 touchdowns and 2,854 yards in 2010, what gives Gabbert the upper hand?
