Randy Moss and The Waiver Wire, Which Team Should Pick Up The Wide Receiver?

Randy Moss is on the market and where he lands next might not be determined by need, but by who has the worst record. The NFL's waiver wire allows a team with the worst record to choose first, so those teams hovering at the bottom, may want to consider adding this guy to their receiving corps.
The problem is that Moss is due to make over $6 Million dollars this year, and will be a free-agent next year, so, the teams without playoff hopes should let him slide. With that being said, which teams would benefit most from having Randy Moss on their side?
