Who Is the Worst Team in the NFL Today?

Last year was no question, The Detroit Lions took the cake at 0-16. There has not been a fail to that degree in NFL history.
Sure you can say the Buccaneers were in 1976, but that's when they were an expansion team. This year, the St. Louis Rams went 1-15 and allowed over 500 points on defense.
What happened to the team that was a consistent Super Bowl contender in the late 90's and early 2000s.
The bottom line is, the Rams have taken the "thunder" from the Lions as the worst team in the NFL.
Who will they draft with their first overall pick? Sam Bradford? Probably, but I see him more as someone who can live up to the legend of Ryan Leaf.
If the Rams plan to get out of the hole they have dug themselves into, Ndamukong Suh would bring some life into this now-morbid franchise.
But I see the Lions messing up their draft picks again as usual. How is this team, that has so many high draft picks, not a dynasty yet?
