The Dolphins have been struggling with a basic football concept for over a decade, so let's spell it out for them.
This is how you build a football franchise:
First, you hire a chief administrator of some kind to oversee all football operations. This person can either be a general manager or an imperial head coach in the Mike Shanahan or Jim Harbaugh class. Next, that chief administrator hires a head coach (if he is a general manager) or a personnel-scouting-cap management director (if he is a head coach). Next, the decision-makers select a quarterback and other core roster personnel, as well as assistant coaches and the like, based on their shared philosophies about scheme, budgeting and so on.
