Predicting the NFL’s Offensive Rookie of the Year for 2013

The NFL produces over 250 rookies each season through both the draft and the subsequent "undrafted free agency" period. Some of them will win prominent jobs with their new teams' offenses before Week 1 is underway.
Which of those rookies will claim top honors at the end of the 2013 season?
My money is on Tavon Austin, the only offensive skill player taken in the top 15 picks of April's draft. The St. Louis Rams needed a difference-maker at wide receiver, and now they finally have one. Expect Tavon Austin to be a matchup nightmare for opposing defenses. That's exactly what a team needs when they're playing San Francisco and Seattle in the suddenly-tough NFC West. 
Another contender for "oh-roy" honors could be wearing Bengal stripes in the AFC North.
